For the money, hard to beat. Glass is ok. Adjustments are spot on. I have two on my 22's with no complaints.

I hope this helps.

Is it like looking through a spotting scope?

A 36X rifle scope with a 40mm objective will not be like looking through a spotting scope. There's a lot of mechanical difference between the two.
That said, Weaver T series are solid light repeatable scopes that are favored by many. I use T24's for silhouette, they are the most reliable that will keep me in the weight restrictions.
The glass is so-so, but for the purpose I use them for repeatability trumps clarity.
