I am new at this stuff and was wondering why they would recommend doing that? I am not challenging that just wanting to understand why?

Because the weather needs time to act on the bullet's trajectory and inside 300 yards the bullet is not effected by the changes in weather <span style="font-style: italic">enough</span> to worry about it.
At 100 yards, the bullet is moving too fast to feel it.
