Something is really bizarre here and almost seems illegal.
How can a certain state have a law that is contingent upon the law in a separate state ?
Doesn't that negate it's self just by the above line ?

California law has no effect upon Texas law, and vise versa.
So to try and tie them together in this manner is so fucking strange it has to be illegal.
