Tramadol is the middle man between over the counter pain killers and narcotic pain killers. It is still a "controlled" (a bit funny there) but it is not the huge evil that something like oxy, vicodin, or other "narcotics" are.
I have had 5 back surgeries and a couple "procedures", the nerves in my left arm are basically shot, some muscle has come back, there was a time when I could not squeeze a tube of toothpaste. But the pain has never really left my left arm and lower back. Years ago they just handed out the OXY and you called it a day. Then all narcotics became evil, well not all the ones coming in from mexico are just fine. And they took you off them. This re kindled my need for booze, and I self medicated using that and roughly 20 over the counter pain killers each day to make it through work. Dr's had a fit over that, ok don't like it give me something else.....and you start to do all over what you did 20 years ago.
Now they do pill counts monthly, and pee tests. Like I would ever sell any of them.
Yet another thing your .gov has its fingers in that they have no business doing.

I understand but don't think for one second that our political masters won't try to put the burden on the taxpayers.
Big Pharma will, obviously, try to weasel out of it by getting their friends (the political masters) to have the government (i.e., the taxpayers) to pay for the acquiescence of the sheep.
