I actually "theorize" that people refusing the vax did so because they care about their health and therefore would be more careful drivers.

I would make that same bet. I would go as far to say that the Chinese military is on par, or below par with the russians.
The chinese have not been in a "big war" going back to the 1950's. They have had a few scuffles with neighbors, India and Vietnam. It is a little difficult to learn what really happened, but bottom line Vietnam did not loose anything, or stop screwing around in Cambodia. Who can you call the winner, I would say the side that did not change anything, and the "looser" the side that went back home with nothing.
Modern war is a complex thing, something the chinese have not had real practice with. Russia on the other hand has had real shooting actions with many of its neighbors, and that does account for something.
I really think that anything the Chinese pull had better be over and done with inside two weeks, after that it will start to fall apart.
