I witnessed that in Viña Del Mar, Chile as well. There was a small plastic trash can with a swing lid on it and lined with a plastic trash bag. You were not to put any paper products (including "used" toilet paper and/or sanitary napkins/tampons, etc. ) into the toilet as the plumbing/sewer system was just way too "sensitive." and couldn't handle the onslaught of paper. At least "poop" eventually disolves in water and liquefies. Paper (especially the "non disintegrating kind) doesn't do that as well.

The same holds true for marine toilets as well as those on Amtrak Trains. And trust me, you don't want to clog up the main sewer pipe on an Amtrak train and get everyone else in the car "upset" with you... especially those that paid for a full bedroom with private toilets.
