With all of the attacks on food this trikes me as a "burn the boats" strategy. Even if the world population got stirred up enough to protest this the infrastructure for agriculture is being destroyed - the means of production couldn't be brought back online fast enough to stop a depopulation event through starvation. Once the means of food production is gone, by and large its over. The entire world cannot participate in guerilla-type gardening at a level that would sustain the population. I've always compared the DR to being the Turkey of the western hemisphere. If the current Mexico and Central America is akin to the Middle East, the DR is Turkey and the Caucasus. Very striking similarities too minus Islam. They are a very proud, self sustaining and warrior oriented culture and they have maintained a very strong military presence in the Caribbean which discouraged numerous armed conflicts in the surrounding region since the 1930s. Yes there is crime, just like anywhere else, and one has to be familiar with their code of etiquette, public presentation, and attitude if you want to be viewed as a peer and a trusted person.
The Dominican Republic also has very strong ties with the history of the US Civil War, particularly the Confederate veterans who relocated there after 1865 to restart large factory farm operations. Many sugarcane and livestock corporations operating there today were founded by Confederate veterans after the Civil War and the Sons/Daughters of the Confederacy made numerous TV episodes in the 1990s going to the DR to interview the descendants of these men who are still running family enterprises, from sugar to tobacco to steel production.

I am re doing my shop, one of the things is new lights. Now these are just the cheapo chinese LED tubes 4' long, but when all of them are on it will pull close to 50 amps. They are across two circuits. The large upside down bowl lights are fluorescent, and the 7 of those pull about the same and don't give near the light.
It is a little apples and oranges, but I would think they would pull a great deal less then they do. In the "instructions" it says not to hook up over 4 on a single circuit, this is because 4 draw darn near 15 amps, or a "normal" house breaker.

The extraterrestrials are saying this because they would rather take over earth without firing a shot. Frightening your enemy into subjugation is easier than fighting them till they are defeated.
Oh but wait a minute! All the sci-fi movies tell us they outrank us in technology, intelligence and weapons. If that’s true then they could have taken over already, killed the men and started crossbreeding with the women.
That hasn’t happened yet. Why?
There are two possible explanations for that.
1) Even Darth Vader knows he can’t stop a 168 grain SMK or a 338LM.
2) Or they’ve seen what women have done to this planet and will bypass us in favor of another galaxy to get as far away from here as possible.

Actually come to think about it, if hi-tech interdimensional beings are still using ground troops even armed with ALL energy weapons, we would still give them a pretty much 1v1 peer level match in that arena. Sure, an army that can open a portal in our atmosphere and send an entire carrier battlegroup complete with corvettes and support ships in an instant would also be able to glass our whole world and ignite new stars elsewhere, but if they go toe to toe with us on the ground, it would be a very bloody affair for them. There is NOTHING a blaster, disruptor, or any other kind of soldier-portable beam weapon can do that a semiauto battle rifle, scoped bolt action hunting rifle, and a Javelin/NLAW/Stinger missile cannot do. Strong electromagnetic shielding can deflect charge particle and plasma shots but they cannot stop a solid projectile and rocket propelled explosive warheads from getting through.
In scenarios like this, they would know what the fuck is up too and it would only be three choices: Either completely glass us from orbit and start fresh with a nuked and molten planet, or leave us completely alone, or invite us to join an exciting new future of exploring the galaxy together as part of an existing interstellar federation or empire. And in the third option, there would be no point asking us to control our population or whatnot. There is enough habitable real estate within 250 light years that every person in the world can live in solitude on individual planets. Resources would be a moot point for a Kardashev Class II entity that can terraform solar systems at will. If anyone can open portals and move interdimensionally, their technology HAS to be at least Class II, like in EVE and Elite Dangerous.
