Not something I would do but in his situation so very lucky to not get bitten. I would of just double tapped it with my Jframe 38 instead then skin the vermin.
Then you get to deal with the King's men. Discharging a firearm in the city limits, discharging a firearm near a residence, reckless endangering and then they take your weapon, they check into your background to see if you can "legally" own a firearm, the dig for as anything to stack up the charges against you. Most likely a judge will give them a warrant to seize all of the weapons in your possession. They will spare no expense to find something to remove your right to own a firearm.

Since coyote are a pest. I'd like to know if they tested it for rabies so that this man didn't have to get the shot treatment for rabies.
One good thing about chihuahuas is that they are good watch dogs. They are noisy alarms compared to other breeds that sleep through someone breaking glass and doors but wake up when you remove the wrapping off a piece of cheese.
Wherever you live I’d suggest moving. There are plenty of decent parts of the US where what you described sounds absolutely ridiculous.
If you willingly choose to live in one of the many liberal strongholds then what you described is possible… but why? Why give them your tax money, your time, your happiness, etc?
Did not see where the location so if that were the case there is plenty of other item to quickly dispatch it.

Truth! I worked for a HVAC company where boss had to go this house and owners weren't home and specifically said the dogs were locked up in another room and won't have a problem going down into the basement to get measurement to replace the furnace. LMAO he got down in the basement with no issues until he had it back up to the stairs and there were 3 rabid chihuahas waiting . He slammed the door shut and waited 8 hours in the cold basement till owners got home from work.
