He's playing a weak hand. With the House Republican's divided and a Senate, for all practical purposes, evenly divided sending anything to the Senate at this time would not be a wise move. Doubtful the Senate would impeach Mayorkas. This needs to be a lesson to the Republicans in the swing states... The next 4 years could find a Democratic President, House and Senate....
