At a bare minimum, as that chief, I would have said that I was not sanctioning the pilots actions. But if I couldn't see it, then obviously, I knew nothing about it.
What I would probably do is to say "OK, how do we coordinate this and rescue some people, let's do it".
Hopefully no one perished in that time after he was prevented from rescue if so that fire chief should be charged with homicide

Not 100% sure, but guessing Iceland. The black lava sand beach is a bit of a tell. I was there this time last year and this picture has the look of Iceland.
And a gun for the top section as well, as insurance. Hopefully she is armed too, and her armed neighbors had discouraged rapey and looty shenanigans by far. I saw a few (illegals) that DID attempt to loot being held at gunpoint by locals for sheriff's deputies to come pick up. The sheriffs of several counties had actually issued statements urging residents to "carry with one in the chamber".
