The operation involved undercover agents posing as wealthy Arabs with suitcases full of cash, attempting to bribe public officials. The operation led to the convictions of several people, including:

• A US senator
• Six congressmen
• Three Philadelphia City Council members
• The mayor of Camden, New Jersey

The operation began in July 1978 and ended in 1980. The world learned of the operation on February 2, 1980
