I suppose it's a difference in how we view incredibly addictive and debilitating drugs. On the one hand some people think it's a choice and a matter of free will and liberty to put anything you want in your body. While this sounds good and comes from a liberty minded place, the reality is that these substances rob a person of their very free will and in short order all they care about is getting more to the detriment of everything else in this reality.
So, really, I frame it the same way that you do in as much as our liberty as human beings is what's at stake. People are going to do drugs, full stop. Fighting drugs is like fighting crime in general. It's an eternal struggle that will never end as long as there are humans to addict, and money to be made.
I think that fighting a synthetically made drug that comes from overseas is very different than trying to fight a naturally occurring weed, or drugs that can be refined/distilled from local or foreign plants. However, I think that societal impacts from any of it needs to be taken into account. It's not as simple as people want to make it, and I am skeptical about "education" as well. There is a shiton of anti-vaping education going on in schools today, and it is crazy how many kids are doing it. The cure is probably worse than the affliction.
I'm willing to look at and consider anything, but I think in terms of fentanyl, specifically, this is state sponsored and intended as a direct attack on our homeland. It kills and cripples our people while making our enemies billions of our dollars. There is some serious levels of consumption in the USA, and those people are every level: from school teachers, to attorneys and judges, to physicians, to engineers and pilots, and air traffic controllers. There’s no serious “ war on drugs” as long as so many people are enslaved.
