Reporting perverts is not the issue. It's breaking the seal of the confessional that's a problem.
It's not uncommon or difficult for a priest to direct the penitent to discuss the issue with him outside the confessional.
Its revealing that the State would require a priest to report the private confession of a pervert while the same State turns encourages public school teachers to prop up some other perverts as role models. This indicates to me that the new law is not about perverts or children, it's all about the priesthood and the church.

Why wasn't he already in handcuffs and "detained" when they conducted the search? That seems nuts if they suspect he's a murderer.

Isn't city life great? The government reserves an area inside the concrete jungle for people to see what the area looked like before they destroyed it. The city people go to see what life could be like in the burbs and enjoy the day and the tribal Amish come along and reinforce the fact that they are actually still in the concrete jungle.
How many of those people will realize that there's a better place and act upon it? Probably zero. Because they have excuses as to why they live like rats. My job, my family, convenience to stores and a host of other stuff.
