I THINK it has something to do with the type of coal.
I remember reading about the American fleet at the start of the Spanish American war on the way to the Philippines. They left China and had to re coal on the way. I want to say one of the German controlled islands that had coal with high sulfur content. The result was very black smoke and sparks that could be seen MILES away. The spanish knew they are coming, but their fleet was such junk they really could not do much about it.
