What's the back story on this? Both vessels look military.

It looks like a total f'up, unless it was some kind of crash test (which I doubt), the vessel that was struck appears to be moored, or not underway. The underway vessel struck what appears

Unless it was some kind of crash test, which I doubt. It was a serious f'up by the pilot of the underway vessel. If the larger vessel was moored, which it appears to be. regardless If the larger vessel was underway the smaller vessel appears to have struck the larger , it appears to be 2 points (22.5 degrees) abaft the beam on the port side which would put fault on the Capt of smaller vessel.
