I went to the a local class three dealer and they were saying the ATF examiners are in the process of hiring assistants to help them approve the paperwork along within the next month. Specifically here in Texas, the dealer said Sara Jones (examiner for TX and LA) is in the process of hiring two.

Has anyone else heard of this before?

Nope, and when you look up usajobs and search ATF, they only have three listings, none of which seem to fit that type of work.

This might be a thin attempt at promoting sales. What dealer wants to tell a potential - especially first-time - buyer they can pay $1,000 for a can NOW, plus $200 for the NFA tax but it'll take a month to six weeks to get the can from the manufacturer (time to manufacture plus Form 3 time) and another SIX MONTHS to get the Form 4 approval. Six months at least. Now that Texas is allowing suppressors and with what, Wisonsin LAST year? Georgia now allowing hunting with them? And the applications just keep coming.

Well when I called my examiner about a F3 earlier this week he told me that he was training 2 new assistants, that might be why you don't see a "now hiring" listing. He also said that is part of the reason F3's (dealer to dealer) transfers are taking so long, he has to do his normal work, train them and then check their work for accuracy.

You can call the NFA Branch 6 times and get 8 different answers..... if that tells you anything about their accuracy of answering questions.

Like I said, take it with a grain of salt.

Im waiting on 11 form 3's actually.... I know how to get ahold of my examiner just fine, thanks. 52 days? That's it?! MY form 3's from Major Malfunction took over 4 months.

That really does not mean anything. Right now there is a hiring freeze, which means they are not allowed to hire any FTE's (Full time equivalent, or full government) employees. However, they are allowed to hire contractors without going through the normal USA jobs/HR route. The difference is that they are not true federal workers as they are employed by someone else and do not receive government benefits.

I work at a government agency, and at least 1/3 of the employees here are contractors.

Makes sense right?

My guess is they are hiring these people as contractors in assistants roles. Their time as a contractor will be their training period and interview period so to speak. When the hiring freeze is lifted they will hire them on as full time FTE employees and convert them to examiners assuming they dont suck. That's the way we do things around here anyway.

I have 6 F3's still out and they are all over 60 days... My 2 previous F3's from Jaunary took 71 and 83 days!!!

Last word I heard was that they where still under a hiring freeze, until congress passes a budget. So we will be stuck at 10 examiners and less for now until the last one retires. As we know congress wont do shit.

Haha. Yea not much makes sense in the government business. I just went to the ATF website and that's where they sent me. However, I'm not in government work so I'm sure you have more info than I do.

What would make sense is to just lift the suppressor portion of the '86 act. Or the whole thing, but I won't hold my breath.

I'm not saying I'm right or that is what is going on as I dont work for the ATF. However, in my agency that is the way we do things and I wouldnt be surprised if they do it the same way.

It would make sense to speed things up before the House Committee on the Judiciary in June or July.

The temporary employees could be let go after the performance review leaving us all just as screwed with these 6 + month transfers.

It sounded like he was saying I have no grounds to speak on NfA forms or information coming from those forms. I have been submitting and talking with the ATF for 7 years now. I know their tricks and patterns now and it's not hard to decipher the chatter and rumors.

He asked the question. What exactly don't you get? When people challenge me I am giving it right back. That's just how it works around here.

Talked to my friendly neighborhood examiner today and they said they are just starting to sort through the 2012 transfers now.... Great... Just got started on a Surefire on Thursday...... Should have it by June at least... 2013 anyways...

Contractors would be my bet as well.
They are pretty much always the "Go To" solution to what could be "Short Term" increases in work load.
How it usually works is that they identify an existing labor contract and exercise an "option" in order to add positions to it.
That is much quicker that soliciting for a new contract. (Especially a Services Contract…)

FWIW,
There is not a hiring freeze yet.
It is coming, but it is not in effect yet.
Last week we were told:
- Expect all of our contract support staff to dry up within a couple years.
- Expect Military promotions to come to a screeching halt,
- And it is likely that a RIF will occur to thin out the Civilian Work Force.
Pretty much the same stuff that happened in the early 90s.

I do not understand why it slowed down so much over the past year. It can not possibly be that much of an increase in transfers occurring.

Of course there is that much of an increase. When you consider how many states are currently passing legislation to allow the use of suppressors, those states that already have, and the fear people have concerning the upcoming election...people are buying everything they can afford right now.

This NFA liscencing is an artificially created bottleneck for the feds. These bastards blow enough money on bullshit items at one facility per year to build a damn NFA complex but they will not. There is absolutely no way in hell they will shorten the timeframe by design.

That really does not mean anything. Right now there is a hiring freeze, which means they are not allowed to hire any FTE's (Full time equivalent, or full government) employees. However, they are allowed to hire contractors without going through the normal USA jobs/HR route. The difference is that they are not true federal workers as they are employed by someone else and do not receive government benefits.

I work at a government agency, and at least 1/3 of the employees here are contractors.

My guess is they are hiring these people as contractors in assistants roles. Their time as a contractor will be their training period and interview period so to speak. When the hiring freeze is lifted they will hire them on as full time FTE employees and convert them to examiners assuming they dont suck. That's the way we do things around here anyway. </div></div>
Contractors would be my bet as well.
They are pretty much always the "Go To" solution to what could be "Short Term" increases in work load.
How it usually works is that they identify an existing labor contract and exercise an "option" in order to add positions to it.
That is much quicker that soliciting for a new contract. (Especially a Services Contract…)

FWIW,
There is not a hiring freeze yet.
It is coming, but it is not in effect yet.
Last week we were told:
- Expect all of our contract support staff to dry up within a couple years.
- Expect Military promotions to come to a screeching halt,
- And it is likely that a RIF will occur to thin out the Civilian Work Force.
Pretty much the same stuff that happened in the early 90s.

I cant agree with that. The ATF has been under the microscopes for awhile now. The NFA branch hit a hiring freeze about 9 months ago and they were telling us then to expect 2012 to be a slow year for tax stamp approvals because that had lost one examiner to retirement. They are stupid to not capitalize on the ATF/NFA because they are 1 of the 2 entities that bring in revenue for the government. They literally makes millions of dollars on tiny pieces of paper.... its crazy!

there are a few reasons.

everyone is freaking out about the mayan calender.
these dumb shows on TV about the end of the world.
these dumb shows on TV about preppers.
its an election year. before november 2008, a box of 44's was $20. now it is $45 because people got scared and bought eveything up. i went to buy a box of 22's, its been awhile since i bought 22's....$20 for F-ing 22's!!! really?!?
people are scared of something and buying as much stuff as they can. ammo, guns, accessories...

and being that everyone with a suppressor and rifle is a "sniper" (no offense to everyone, watch the shows and you see what i mean), people have these illusions that they are going to hide in the bushes and fend off the UN, zombies, invaders, aliens, etc. etc. people bragging about how they have 10K rounds of 5.56, 5K of 9mm, 40 mags of each already loaded and waiting...for what? the gov't, to come after you? and these people are going to hold them off, from their house, all by themselves? umm, do these people have tanks? planes? drones? bombs? (this is why i like this site so much, none of that going on. hang out at 24hourcampfire.com for awhile and you will see what i mean)

ya'll get my point.

plus its the gov't. a buddy of mine works for the feds, and he comments all the time about how little they actually do everyday, and how much they all make.

meanwhile, as a small business owner, i am doing 12-14 hours a day (not today, rain day thank god!!!) just to make ends meet.

sorry for the rant, and if i pissed someone off. i am in one of my moods today!
