Gunsmithing Bolt or trigger problem??

I know next to nothing about gunsmithing soooooo.
I have a Rem 243 that when you cycle the action it only stays cocked 1/2 the time. The other 1/2 it decocks when you push the bolt handle back down. I thought it was a trigger problem and put a new Jewel trigger in it but I still have the same problem. Any ideas or help would be greatly appreciated.

One aside. once when it was cocked it discharged when the saftey was flipped to off, very unsafe. Thanks.

Either you have to little sear engagement on both triggers or the cocking piece on the bolt is worn to a point were it is not always catching the trigger bar.

Can you take some pictures of the cocking piece?

The few times I've had that happen was when the trigger return spring is set too light. Not saying it couldn't be your cocking piece or something else. Try cycling the bolt while applying slight forward pressure on the trigger shoe.
