Bottom line is that it would be best if i get my on FFL 07, which is the plan. But right now its not practical. Before i ask my question i need to know from guys that know, not guess's or hearsay.

Can parts(more specifically receivers) be manufactured at a separate address then where the address of the FFL-07 is?

Short answer, NO.

"...license must be obtained for each business and place at which the applicant is to do business..."

The firearm, or lower in this case, must be manufactured at the location where the license is held. You will also have to register with the DOD as a manufacturer in addition to your FFL.

Bottom line is that if you manufacture with the INTENT to sell, then you must have a 07 ffl.. Its not worth it if you get caught! License for every place you intend to work on FFL related items (anything requiring a serial number) Hope this helps! Oh, there are other things you need to get a MFG license like city, state and local licenses first plus proper zoning if that applies to your state laws. They come and talk to you and these things have to be in place prior to. Its not hard, but unless you intend to make a business of it i dont think its something worth perusing. Making a few for yourself, with no intent to sell is perfectly legal.

Wait. What???

DoD doesn't license manufacturers. Where did this come from?

Under ITAR, the manufacturers of small arms are to be registered for the purpose of tracking any illicit exports. Judging by the silence of many Type 7 FFLs on this issue, it's anyone's guess as to how well the industry complies.

State Dept...not DOD

If you read the ITAR form, it is specific. Like said, go to atf.gov and follow the links. It is clear on who needs the ITAR registration. To be an 07 FFL, which we are, does not automatically mean you reg with DOD. We <span style="font-weight: bold">WISH</span> DOD wanted to know about us....
