It's generally accepted that you get better ignition and burn uniformity with charges that fill the case.
Still, I'd check that IMR7828 load against book data to confirm that the calculations are "in the ballpark" and if it is, I'd run with that. If QL is accurate, you can get your intended muzzle velocity and then some, if that's where you find an accuracy node.

IMR 7828 gets overlooked all the time, but it is the velocity king in my 24" .260, plus, you can actually buy the stuff these days.

I always check against book data (if it exists for the cartridge/powder I'm considering) to see if it jibes with QL's predictions. Sometimes I have to compare the intended powder's performance in another similar cartridge (for which there is book data) compared to a powder that book data exists for in both cartridges to see if it makes sense, if that makes sense.
