A great many things have been tried over the years.
Having to show Valid Identification to vote (which shows your citizenship status & can be checked against the verified voter rolls) seems to be the best start, especially in this day and age when everything else requires it & if you can't be assed to get out to get the near free basic ID card, then sorry you don't vote till you put a minimum of effort out.
We need to get back to the basics from the constitution that was clearly understood by the first sets of government here, the government is NOT in the business of handing out welfare, subsides, supports etc. Charity should be done by private / religious / social groups as they want. The first few presidents were very strong on that, and it was not till the 20th century that the Government started being in the direct wealth distribution business which ruined so much.
The age to Vote should be the same age as you can have whatever Gun you want, smoke, drink alcohol, face the death penalty & drive, so whichever one is the highest, well that's the same age you need to be to vote.
However to be honest, I think we should raise the voting age to around 30, to make sure everyone has had enough of a chance to see how life actually works, what liars the politicians are and possibly have maybe had a chance to earn a living. Much like we have a lower age limit on the presidency. We could perhaps make an exception for those that have spent at least 4 years in the military.
Get rid of all "progressive" taxes. Whatever tax we decide, it is the same for every person, every corporation and every income type (one of this special low rates for rich "investors" with their capital gains), it must be the same percentage from $1 on up and apply to people working, or retired, or on any other assistance just the same. It's easy to want to tax the "rich" but when you now have to pay the same taxes it becomes a whole new ball game. (If you want to have a threshold where taxes start, fine, but it's the same for everyone and it all goes up the same after that).
No tax refunds that exceed what you paid to the government that year for any reason, you have 12 kids and didn't work, well no free tax money just cause you have kids.
