Am I better off to check my scopes By shooting a tall target test, trying to strap the gun down and manipulating the Elevation with a 4 foot level, or both
 
Strictly personal opinion here, but my preference is to mount everything and check by firing tall target test. Not only will you pick up tracking information, but you can also double check the alignment of reticle to bore (although I guess that's a hot-button issue to some).

If you have the interest, do BOTH. Check the scope on its own in a mount, then slap it on the rifle and fire because sometimes weird things happen that aren't always the scope's fault: odd ring torque, mount misalignment, etc. Nothing beats real info.
 
I finally took my time and did a tall target test. I shot the rifle from a heavy front rest and rabbit ear rear bag to improve the precision aspect. I have 2 shots at the aiming point and 2 shots touching at 9 mil up. This confirmed that I actually have 9 mil of movement and that it moves true vertical.

How much total travel do you have? You should check the entire range of travel. The closer you get to max the errors will start showing
 
What is the easiest way to check the retical to the fall of gravity with a plumbob. What are you using to level the scope and or rifle.

I use a badger dead level but you don’t need that. Mount the scope loose in the rings on the rifle. Level th3 rifle then level the reticle and torque the rings. It’s actually pretty simple but really important.

If you do this at 100 yards how tall does the target need to be for 10 mils? Is that 36 inches of travel?
