This is more than just a conflict of interest, it is dereliction of duty and gross misconduct. It is not the domain of the judiciary to rule according to what they feel the law ought to be, it is their duty - which is not optional - to weigh the evidence before them and apply the law as written by the legislatures.
The legislature has decreed by statute that the rolls of registered voters shall be periodically purged of voters who have died, moved out of the precinct or otherwise become ineligible. This was not done in a timely manner as commanded by the legislature via statute. The judiciary does not have the power to command a further violation of the statute.
