HELENA — Permitless concealed carry of firearms -- also known as constitutional carry -- is now legal in Montana following Gov. Greg Gianforte's signing House Bill 102 into law.
HB 102 allows people to carry concealed firearms without a permit in most locations, and with a permit in state and local government buildings such as the State Capitol Building.

“Gun control measures don’t prevent criminals from perpetrating violence or crime,” said Gianforte. “Gun control measures step on the rights of law-abiding citizens and our Second Amendment is very clear, the right of the people to keep and bear arms shall not be infringed.”
Gianforte was joined at the signing ceremony by Rep. Seth Berglee, R-Joliet, and other Republicans.
 
Does this apply to only residents of Montana, or are those non-resident visitors also included in this new bill?
 
Beautiful state, especially the western half, but just TDC (too damn cold).

Just send me to a FEMA camp as long as its in Arizona or SoCal where Ill die warm.

That's good for residents (not that the CCL process is difficult or expensive), and has an immediate benefit for those that have immediate concerns .
That said, do they still offer a CCL class/license for reciprocity when a Montana resident travels to other states?

That's a good question as we have seen more states moving to this, yet there are states that do not honor non-training CCL in reciprocity. I wonder if those states will relax the reciprocity rules in light of the swift move in various other states to allow CCL without formal class and training.
 
My personal opinion is no. South Dakota has constitutional carry and offers an "enhanced permit" that requires training. The training was supposed to be a one and done type thing. Now we have to take a class every time we renew otherwise we would lose reciprocity with the stricter states.

My reading of HB102 says that it does not apply only to residents. The pertinent section states:

(3) This section does not apply to a person eligible to possess a firearm under state or federal law.

This references restrictions on carry. In other words, any eligible possessor of a gun should be entitled to the same rights under HB102.

Our CCL was kinda screwy and not accepted many places anyways.

I don't know a single person that went to a CCL class. The basic gun handling taught at hunters safety was a qualified safety course.

Since we already had open carry, and concealed was fine if you were engaged in outdoor activities (cold weather, no use punishing someone because they put a jacket on) not many were getting a license just to carry. Everyone has one to skip the NICS call in.
 
Good on your state. I would like to see this in Wisc. and there's no reason it can't be passed, due to the House being Repub., but, it won't. Mac:(
 
I would like to see this in NC, but it won’t anytime soon due to our communist governor.
This was passed and vetoed a number of times while we had a lefty governor. Keep trying.

No class is necessary in MT for a CCW permit. They are still offering them at the local sheriff both because of travel and skipping background checks. I think each county is different, but mine was ready two days after I dropped off my application, and when I asked if they needed fingerprints, they said they could just use the one print on file from my DL. It isn't exactly a strict system.

Im nearly 100% sure that would not apply in Virginia. In fact since we got Northam for governor they've cut down on the states we share reciprocity with.

As a fellow Virginian I hate to say it but 'Virginia', though I hear crime on the reservations in Mt. is pretty high. I heard from one of the Montana boys that some scum bags broke into an old friend of mine's (Harold Mitchell from St. Ignatious, former Tribal Chairman of the Flathead Kootenai) home and killed him for a pittance of drug money.

That took place in 2005.... A lot has happened since then...
I'll venture to say we have had more people moving to Montana over the past 12 months than most other states West of the Mississippi... Seems new comers have many different reason's to move here... After talking for a while... the majority come here for one reason.

Remember, the reservations are not included in the state. The state has to get permission from the tribe to send LE onto the res.

We need to cut them off. They're a textbook example of why welfare doesn't work. The good ones leave and make something of themselves, but very few who stay so anything but drink and kill each other.

Thats sad. Harold was a tough old boy but good people. All scarred up from being mauled by a Grizz when he was younger. Taught me a bunch about cutting big timber. I bet he put up a good fight.

I guess there are many view points of how the reservations are handled.... I don't have enough info to have an opinion.....
But, in all fairness... I have worked and interacted with many who left the reservation.... All top hands, good craftsmen. Many achieved higher educations and have returned to the Tribe and have made many improvements in conservation, fish rehabilitating, and businesses related to the tribe...

There are several here that have had the FBI in to clean house multiple times. The good ones don't go back because it's so corrupt.

Now, the reservations in Minnesota were crazy. With the gaming money they had people just cleaning the res non-stop. Also much more money going to the tribal members so they tended to have less theft.
 
The reservations are, sadly, not unlike enormous housing projects. Montana has some of the least bad ones, and most friendly ones to whites, but they are not great places. I remember driving through reservations outside of Santa Fe and realizing just how awful they could be.

I have to agree that those who left are generally a much higher caliber than those who stayed. That said, there are some really nice spots on the Flathead, so things can be a little more mixed.
 
I was just reading the list of bills that are still upcoming for votes. There are a lot more gun laws coming, all of them pro gun. I guess the legislators feel liberated now that Bullock isn't there to veto everything.
 
I did my residency in Crow Agency back in 93 and even then the rez was fairly rough place in the wrong places, especially the bars just off the rez in Hardin. But, I'd bet there is more violent crime the tidewater and Nawfuck area of Virginia than the whole state of Montana. I can say first hand that Indian Health Service is a classic example of waste as is all of the Bureau of Indian Affairs. Government corruption at it's worst.
