I lived just down the street from the site of one of his victims. Saw the aftermath a couple hours later. This was Sacramento. I didn't imagine a letter bomb could do so much. Time-line was about '84-85... don't remember exactly.

The series matches your recollection. Plus the ineptitude of the FBI almost ruined that lead as well.

Now that I'm thinking back, it seems that the brother refused the reward but turned him in on the condition that the death penalty was off the table. Then the prosecution sought the death penalty. And only took it off the table on condition of a guilty plea.

It's nice to know we can trust the feds.
