If you think he is only taking about taking vehicles off of the road you are missing what is really being said about how and where you will live. In order to do this the economy must be reformed, with all its ramifications, and in a very short period of time. Not in generations, quick change.
If you look at history these kind of changes only come through crises of some type. Are we there? Hell I don't know, but how do you pull vehicles off the road (just in America it seems) without fundamentally reshaping the economy.

This has been going on for the last 30 years. I'm sorry to say that Amtrak Joe is just the last of a long line of administrations that feel they need to fix the railroads. From removing the second man in the cab of the locomotive, to diminishing the number of crewmen that makes up the people to assure the safe operations of a train set. The positive Train Control system was to be in place for ALL systems more than 10 years ago, but it is not being used on all railroads today. Amtrak has been tasked in the past to become self sufficient without guidelines, thus they have never really tried. However, when Amtrak runs outside of the Northeast Corridor, they are running on foreign railroads, mostly freight railroad where their class of railroad is usually much lower than Amtrak owned lines. Amtrak can't keep their speeds because the foreign railroads give their trains priority and will put an Amtrak train on a siding, possibly stopped for hours.
Then you have the freight railroads who where allowed on Amtrak lines who have had to find other rail lines to get the product close to the customers that were serviced by the Amtrak line. This was done, not by Amtrak, but by some guy in some office in DC. Amtrak had a track designated for freight trains and did not interfere with on time performance of the passenger trains.
I'll stop now. I could talk for hours about how the Feds have screwed up the railroads over the last 30 years.
