My guess is the 1:16 twist originated from, or at least was influenced by, the benchrest world where for maximum accuracy you want the slowest twist rate that will stabilize a given bullet weight. That doesn't mean other twist rates won't work, they just might not have quite the same accuracy...

Longer barrels also reduce muzzle blast. I know my old Win52 with a 28" barrel and SK Std+ could be comfortably shot without hearing protection (nearly as quiet as a 20" with TBAC 22 takedown). Never tried it with a 24", though.

Honestly, try SK Standard + first. My pillared and bedded CZ455 Varmint shoots a particular lot of Eley Edge into sub 1/2 MOA groups but it shoots much cheaper SK Standard + almost as well. YMMV.
