    There is nothing wrong with asking for proof of group for an expensive rifle. The seller will or won't provide it. If they don't, you should consider moving on.

    Take your gun to a gunsmith, have him take it apart and clean the shit out of the bolt and flush the chamber. I had my bolt coated recently, closed the bolt and it wouldn't open again. He worked his magic and now it is smoother than it has ever been. I think he charged me just under $100.00.

    Remington 700 SPS Tactical ($620.00) + SWFA SS 10X Kit w/rings etc. ($400.00)would meet the OPs requirements. Add a EGW Rail he is up and running. It is not a high end package, but that combination is easily good to 800 yards for a beginning shooter.
