    The Mega MKM would be my choice. A number of good barrels out there. Probably a Rainer Ultra Match. Not that other components should be skimped on, but start with an upper/lower like that, a really good barrel properly installed and a Geissele SSA or SSA-E and it's hard to go wrong.

    I can't see how it could possible matter. Some people uniform the meplat, which can have a slight effect on accuracy. Beyond a certain point to assure uniformity, you're just better off getting more time firing than tuning handloads.

    Feeler gauges or playing cards. I've found stacking them just a bit high (.01") so the scope wobbles a bit between front and rear ring helps ensure it's level. Once one ring is tightened enough to avoid slippage you can just pull the stack out and tighten the rings.

    According to New SWFA SS 3-15x42 FFP - The Optics Talk Forums it comes in at 24.5 oz and 13.66" oz (3 oz. lighter than the Weaver and bit over 1/8" longer). For my light hunting rifle, I may still stick with 19 oz. SS 3-9 but won't rule out 24.5 oz. Above that, it gets easier to say no way.
