    It sure looks like there's a burr on the leade. Sign of a full reamer. I would first contact who you bought the barrel from and ask for guidance. They will likely ask you to shoot it and see if it performs acceptably.

    I feel for ya, brother. It sounds like you're doing a lot of good things. I use a RCBS Rockchucker from the 70's and haven't been able to prove to myself that it compromises my precision rifle ammunition. Your attempt at annealing didn't hurt anything and it probably didn't do any annealing...

    That looks sweet to me. I wouldn't require an integral rail and lug. The lug is dual-pinned and the rail is held with 8-32 screws.

    Something else that I've noticed affecting where the bullets end up is how many clothes you are wearing. Many in one case you are wearing a T-shirt and another case you are wearing a thicker shirt and a coat?

    Along with what Mike Casselton is suggesting, remove the firing pin assembly from the bolt body to see if that makes a difference. If the bolt body or lugs are dragging then it will still have the problem.
