I have found the a similar problem with fps spread...it's not massive and its not on every shot, if I crono 10 rounds 2 may show a significant deviation, the others will all be within less 10fps of each other, barrel has 500 round down it, I neck turned all the cases, weighed them, trimmed them...

That tape fades after a few weeks, looks bright in the pics but isn't. It's used a lot in UK, we call it sniper tape. It takes colour fine if you want to colour it.
