I have had a well used action/buffer spring cause similar issues closing from mag catch as apposed to the action cycling automatically. The travel and force from bolt catch is different than the regular cycle rate. Last round lock back can cause group issues as well.
If we are going to speculate... maybe Chad/LRI would do the machine work for these. Get the process down and streamlined. One stop shop for everything.
Bumping this up to stir up interest in getting USO to produce a run of MST-100 scopes to go with these mounts and the new smear stocks. I bet Chad could be convinced to make bottom metal as well.

This. Get a sharp punch or a pick and get the broken off bit out. It will take a bit of finesse to get it out. It's locked in there from twisting torque. Then after you get it out, use a soldering iron to heat the screw up before you try again.
That bolt stop is a benchrest artifact. Was very common with sleeved and glued in actions.
Better pics of the barrel stamp would help id what it reads.
