Doesn't matter how long as long as the bullet bearing surface has a good purchase on the case neck. I think most people go with 1 bullet diameter into the neck as a minimum. The longer you seat it out the more powder you can fit in the case.

cut an inch or two off the barrel. . . seriously though, forget about the velocity and find the most accurate load. When you have 'the load' you are looking for then you can make a WAG at the velocity until such time you can shoot through the chrono again. I only chrono loads after I'm finished...
I consider an engraved length half the width of the lands to be sufficient and no added benefit with more than that, of course every bullet and rifle is different. 1/2X engraving would be about .025" for most 30 caliber barrels. but if you are by my WAG 1X approximately and it's working then...

I personally don't like to run dirty cases into expensive dies and I'm not going to wipe the dirt off one at a time. I did a 2000 round session of .45 a while back and that would have been a little eccentric. Not going to do it for 500 rounds of 308 either.

I load as long as the mag will allow and sort the ammo by concentricity. When the jump is long it needs to run straight before engaging the rifling. I get my best results this way. IIRC my loads run 2.815 +/-.
