Like the title says, will a 1 in 12 twist stabilize at 190 gr SMK out of a 300 short? Am I wasting money by buying some to try out?

I'd give you a 95% or better chance. With a buttoned barrel, I normally expect them to be off by 1/2 inch or so from their stated twist, but that can be in either direction. Yeah, it's worth a try, and I'd expect it to work.
