Yes, I wouldn't think that would be a top pick for this case. I'd lean to H4350 and small rifle magnum primers. But, if that's all you have, find 2 powders that are close in burn rate higher and lower that 4007, and calculate a max, and start a few grains under that max. That should get you started.
