My go to 6.5 x 47 L round for comps is 34.8 g Varget and I get 2,750 fps out of a 28" tube. This is not at all a max load but it is extremely accurate, the difference in drift and come up between this and a hotter load is not much.
I have gotten 3,050 fps out of the same rig using RL17 but the accuracy was not there w/ RL17.
Keep in mind that the primers will crater at low pressure and you have to be able to accept flattened cratered primers. Stock rem 700 may yield pierced primers, this can be remedied by having the boltface bushed to reduce the clearance between the pin and bolt so the primer does not flow so much back.
The 6.5 x 47 L is a great round 1,000 yards with low recoil, but I am a 6.5 whore as I have shot most of them, with the exception of rem 260.
