First off, I will reload, so I won't need factory ammo. I'd like to start shooting in some local steel matches. I want to choose between these two calibers and I'm not intersted in something else. This will be a Savage build with a 26-28" barrel.

Give me your opinions, but I'm thinking the 7-08 would do better to 1000yds with the 162 amax or 168 berger vs. a 308 with the 175 mk? The 7 gives much higher BC with the same or better velocity. So why should I choose the . 308, which is much more common for this type of shooting, over the 7-08?

7-08, my son shoots one in a 15" barrel with 140 Bergers and does fine to 1000 yards. I know you only were interested in those two but ya might give a 260 a closer look. Might surprise ya.

7mm-08 over the 308 for the reasons you stated. The 162 A-max, 168 Berger VLD, or 180 VLD would be top bullets for it.
I would also look at the 260 Rem. You get the high BC with 140 grain bullets which give less recoil, and you can push them faster. This equals less drop and less wind drift than the 7mm-08. But the 7mm-08 is a good round.
