Gunsmithing AICS/Rem 700 binding

Ok, I've got a new AICS 1.5 that I'm putting a Rem 700 bbl'd action into. The problem is when I begin to torque the rear action screw it lifts the front of the action a considerable amount. It appears to be pivoting just forward of the screw on the tang of the action. Is this common to the AICS? The action seats fine if I torque the front action screw first but I don't want to put any unnecessary bind on the rear of the action. What are some of your experiences with this chassis?
 
Start both screws. Stand rifle verticle with the weight on the butt pad. Snug the front screw. Snug the rear screw. Torque the front screw. Torque the rear screw.

Tightening the rear screw first is wrong.
 
It's "normal" for a v-block type chassis in that the V gives out before the end of the tang thus making a fulcrum on which the action can tilt. On such a chassis you shouldn't put much torque on the rear tang. I put 55 or so lb-in on the front and 35 or less on the back.

Chad Dixon at LRI offers a service to cut these V-Block designs down to a form-fit channel more like a bedded stock. The AI in the first link is owned by a friend of mine. I have 2 HSP stocks done by Chad. See:
