is there a timing issue for best results? by that, should you neck and full length size immediately after an annealing pass, for best long term health of the case?

Anneal, then size. It doesn't matter if there is 5 minutes between those two ... or 5 weeks. The post-annealed brass' chemical properties don't change once it's been annealed. That would take "years".
