Gunsmithing Anyone with experience changing FFL/SOT classes?

Im wanting to change from dealer to manufacturer, has anyone done this? I called the licensing center, the guy I spoke with was foreign and I could barely understand him, but I think he claimed that I have to basically just re-submit a new application minus fingerprints and pay the $200 again even though Im well within my first 3 years.

Yep New license and application along with the fees. I'm glad I did my 07 first by the recommendation of the ATF inspector who knew I was doing some gunsmith work as well.

If you're looking at a different type of FFL its a completely new application and no credit will come from your previous license. You can have more than one FFL at a time though so your type 1 dealer FFL doesn't have to be dropped in order to get a type 7 manufacturer. The best thing to do if you really want a change is to wait til the last year of your type 1 and apply for the 7. It will likely take some time to get approval and your license fees from the first FFL won't be wasted. You will have an inspection/meeting prior the the type 7 being issued as well. Not sure if they do that on the type 1.
One last thing I've found in dealing with ATF for the last 13 years. The field offices don't know anymore than the main office. Any info you get on the phone should be taken with a grain of salt and from a field office you need a whole shaker.
Getting answers from the licensing center will be more real than anything you get from a field office. If you're stuck talking to someone you can't understand than ask to speak to someone else. They have people answering the phones who are there to answer phones and not trained on all the regs and procedures. Ask to speak to a supervisor if need be. Your best bet is to get a form 7 FFL application and all the other paperwork that goes with it and read the thing. Its got most of the answers on the instruction pages.
