looks like a Bushmaster Varminteer, My brother has one and his is pretty consistent 3/4 MOA with reloads.

24" Bushmaster Varminter w/ Nikon Prostaff 4-12x40 Scope, Taurus PT 1911 AR w/ Insight M6X light/laser combo

This is a sub-1MOA rifle, definitely recommended if your looking for accuracy at a good price point.
