Base bedding question

I am getting ready to bed my first ever base to my bergara receiver and I have been watching several how to videos on YouTube and I have noticed some people take some sandpaper or a dremel and buff up the underside of the rail where one would place the epoxy while some people do not buff at all. Is there an advantageous purpose to this? Does this help the epoxy bind better or are they doing this simply to ensure a smooth surface?
 
Thank you fursniper! One more question, i have also seen some videos where both the ends of the rail are bedded and some where only 1 end is bedded. Only bedding one end seems to make more sense to me but what is the best way to do this? Bed both ends or just 1 end?
 
I was set to do this for my new rifle, but it did not need it. The Seekins base had no play with either end tightened down. Might want to check if it's even necessary, first.

True, I ordered a seekins precision rail, it has not arrived yet but I will definitely check and hopefully I won’t have to worry about it
 
I used the same process Max did. Process works well and came out clean. I didn't abrade the bottom of the base any and I haven't had any problems with the bedding material coming off. The only thing I did different was using a small rounded plastic probe to help clean out the bedding material around the base a little more after wiping with the Q tip and WD40. Just wanted a little cleaner line.

Cool trick. Like a dental pick except plastic?

I always just pressed hard with the swabs to get that done.
