I do remember the 13 Hours movie showing the CIA contractors do an arms deal for Stingers but I don't remember if it was treated as anything more than a "These guys have missiles we sold them a while back, we're gonna buy them back so the other guys can't get them" or go into any kind of political detail. 'Course, it was A. a movie and B. based on a book that, as with the movie, did its best not to describe the political controversies and only tell the immediate stories of the contractor team (and was using only the information available at the time, I expect).
