Not exactly the case, so basically you have a bunch of regions across the world for cloud computing. Unfortunately, most disaster recovery and business continuity strategies are never tested to understand the implications of there being an outage. In this case, as it so often happens to be, it was a DNS resolution issue that took everything down during a change. Unexpectedly for most, their disaster recovery strategies didn't account for the fact that their management control plane was hosted in US-East-1 as opposed to the regions that their workloads were in. So, even if you were smart enough to not put your workloads into the dumpster fire that is US-East-1, many didn't realize that certain services or their management control plane was.

All in all, this is another example of the industry dropping the ball.
