Would a difference of 0.035 between chamber length and case length cause blown primers with chamber length being longer.

Typically, blown primers come from the load being too hot. What was the load?

Also, if you happen to be running a Jewell trigger they are very prone to breaking the sear tip when you get a blown primer.

Also how many reloads do you have through this brass. Primer pockets can loosen up as the brass ages.

how are you measuring chamber length? What load are you using?

Why would you think it would be a problem if the brass is shorter? the only way would be if the brass is too long and it is pinching the bullet. As said above, it is another problem with your loads.
