I don't disagree with you, but I think book deals are second layer stuff and in some cases (Obama) a vehicle/excuse to legitimize payoffs to them from the swamp.

I think the first layer is the direct graft that pols take from skimming off the top of foreign aid (Bidens, Pelosis, Kerry, etc), Green grants, Cash for Clunkers, etc, as well as direct deposits from Soros/Globalists.
