I do the same as these guys. No special tricks. I do spend a lot of time on my brass ahead of time, sorting and prepping. The usual stuff.
As far as the annealing itself, it's very particular to your heat source. The best thing to do would be to get some Tempilaq and put it inside the neck so you can calibrate your procedure.

ETA: BTW, I've read that the timeframe between neck sizing and bullet seating will affect neck tension too. If you're really anal about neck tension you may want to resize until just before you seat to control that timeframe
