After resizing my brass on a 6.5 cm i see a flare on the mouth. The length is coming out to 1.912-1.916. Im trimming them back to 1.910 and taking off the flare. My question is where is the flare coming from? Is it in the chamber and my brass is too long, or am i building it with the die?

You might want to consider annealing your brass prior to the time you get to the fifth firing. For that matter, you might want to anneal right now prior to any more resizing and see if that has a positive effect for you.

I don't think annealing brass will do anything to stop flaring, I think the softer the brass is the better chance for a flare. He needs to find out what is causing this, and truthfully getting a different die and a few pcs of new brass is a good start.
