He was just covering his ass for his court trial. He needed to show he asked for PEACEFUL protests, because the penalty for his acts, if he incites violence, is 5X, from 5-10 years to 25 to 50 years.

Hell even the "moderate" socialists of PSOE are condemning the declaration and are supporting Rajoy and the central government actions.

The whole thing is a stupid dick dance on the part of Puigdemont and his lackies.
