Gunsmithing Choate stock screw question

I'll talk to choate when I get a chance but they provide washers with their screws (I'm dropping a Remy 700 into their sniper stock) the back screw without the washer tightens in further and is perfect, the front requires the washer so it doesn't hit the bolt, is it imperative to use the washers? I'm torqueing to about 50 front and back.
