I recently got a comparator for checking sizing.

Some brass in certain states is measuring .003 larger than my chamber/fireformed brass even after max full length sizing....tried two different sizing dies on two different presses with three different shell holders

Does someone make a shellholder that has a reduced deck height?
The opposite of the redding competition shell holders

Do you anneal?
Yes...
I have a home made annealer...working on a new design now. I anneal at least every other firing...usually every firing.

Each case spends about 5 or 6 seconds in the flame, nothing scientific, but not long enough to get an orange flame.

The cases i have the most problems with are nickel plated winchesters. It was the only brass available at the timei have hornady brass too and still have the issue, just not nearly as frequently...maybe 1 in 8 instead or 1 in 2 with the win brass.

I still need a way of bring these case back into spec.

I use nickel win as well for 223. Might have to go longer in the flame.

are you lubing the inside of the necks so that the expander doesnt stretch the shoulder foreward coming out of the die? try taking the expanding assembly out of the die and size some cases and measure the h s .
